I am not sure i can make heads or tails of this ... are you building a burglar alarm powered by a separate power supply, independent of your main power supply?
If I understand it right, then the questions is how to secure your own purpose-built burglar alarm from power outages (whether targeted or unintentional)? If so, I think the simplest and probably most reliable method would be to use a combination of an uninterruptible power supply (UPS) and an early notification system in the event of a power failure.
THe basic idea is that UPS provides emergency power to a load when the input power source or mains power fails, which would the case if an an intruder successfully shuts off the power to your house. Depending on the model you can have an independent power supply after the main power has been shut off for a period of 8 - 72 hours, which is enough in most cases to ensure that no advantage can be taken of a temporary power loss.
The second element is to ensure that your burglar alarm is programmed to send immediate alerts if the main power is off for any reason. In that case, you will be immediately notified if there is a targeted attack on your property.
Also make sure that UPS is within range of your burglar alarm so that it cannot be tampered with without triggering the alarm (i.e. to ensure that the UPS is not disconnected first before the main power supply is shut off).
